Notice of the City of Shreveport’s 2018 Amended Workforce Development Plan for Title I of the Workforce Innovation and Opportunity Act (WIOA) of 2014 for the period of July 1, 2018 to June 30, 2020.

The Shreveport Workforce Development Board and the City of Shreveport welcome comments regarding the 2018 Amended Regional/Local Plan for Workforce Development Area #71.  This notice initiates the 30-day comment period, which will conclude March 13, 2019.  A copy of the draft plan is available, click here to view draft

Statement of Qualifications (SOQ) for 2019 - 2023 Consolidated Plan

required five year U. S. Department of Housing and Urban Development (HUD) 2019-2023
Consolidated Strategy Plan. The Consolidated Plan is intended to assist communities in developing a
collaborative process whereby the community establishes a unified vision for community development

Public Notice - Request for Proposals (RFP) for Financial Empowerment Center  (FEC) Non Profit Provider

June 11, 2018 - The City of Shreveport’s Department of Community Development is seeking proposals from community organizations to manage and implement the City of Shreveport’s Financial Empowerment Center. The Financial Empowerment Center model provides free, professional, one-on-one financial counseling and coaching to residents to support financially vulnerable residents within the City of Shreveport.

The respondent must be an organization with a 501©3 nonprofit tax exempt status with proven experience in the delivery of social services in the community and ability to implement counseling services to residents.

Public Notice - Extended Deadline until June 16, 2018


The City of Shreveport is requesting Statements of Qualification from experienced, professional contractors or contracting firms, and Sub-Contractors to participate in a multi-year federally funded housing program as Rehabilitation Contractors.

2018 Annual Action Plan/Affirmatively Furthering Fair Housing Plan/Public Hearings

The City of Shreveport's Department of Community Development is in the process of developing the 2018 Annual Action Plan for proposed entitlement funds through the U.S. Department of Housing and Urban Development (HUD).  The Department of Community Development will hold two public hearings designed to generate discussion from citizens of identified homeless and housing needs; proposed activities and the status of funding for 2018.  Interested parties are encouraged to attend the public hearing and provide comment. Once the Plan is completed, there will be a 30-day review period before submission to HUD for final approval.

Substantial Amendment to the 2014, 2015, & 2016 Annual Action Plan

The City of Shreveport receives annual entitlement funds from the United States Department of Housing and Urban Development (HUD) that includes the  HOME Investment Partnership Grant (HOME). A five-year Consolidated Strategy Plan must be developed before funds are received or expended. For more information, click here.
